中原经济区工业与信息化自主创新对策初探

河南省工业与信息化领域如何从本省实际出发,吸取国内外成功经验,增强区域自主创新能力,是河南省科技工作和经济工作的第一要务,是全面推进中原经济区建设、加快中原崛起河南振兴的关键。通过对"十一五"时期河南省工业与信息化领域自主创新能力现状进行分析,结合国家自主创新战略,提出了"十二五"河南省工业与信息化领域提升自主创新能力应遵循的原则,并结合行业特点提出了相应行业自主创新工作对策,以期能对中原经济区建设发挥更大作用。     

Quality self-control and co-supervision mechanism of construction agent in public investment project in China

Public investment project (PIP) plays an important role in the China economy. In order to improve the project management performance of public projects, the government is searching for a scientific system to build a construction management supervision mode. This paper introduces the policy background and connotation of Agent Construction System (ACS). As a public investment construction management model, ACS, is gradually being incorporated into the legal framework, it is necessary to improve the construction agent supervision mechanism. This article analyzes the supervision mechanism of construction agent quality management under the principle of two-stage agent mode and establishes an agent quality self-control system and a government co-supervision system. These systems take the contract management as the core and the project quality objective as the guidance. These systems also consist of a two-dimensional framework of vertical self-control and horizontal supervision, which form a quality supervision mechanism. Based on Rough Set theory, the article proposes the idea of building an agent quality self-control and government co-supervision model, and illustrates it with a flow chart for building the model, which paves the way of quantitative research for the future.     

Producing public goods in networks: Some effects of social comparison and endogenous network change

As actors participate in the production of public goods, processes of social comparison may affect the decisions about the individual contributions as well as the endogenously changing structure of an underlying social network. This leads to the transformation of an ordinary n-player Prisoner's Dilemma of collective action into an n-player coordination game. The paper uses agent-based simulations to trace the formation of public goods while varying network characteristics, such as density, segregation, or the strength of relationships. Additionally, the usage of both a forward- and a backward-looking agent model shows possible implications of different assumptions about the actors’ decision making.     

A formative evaluation of the recovery public works programme in Blantyre City,Malawi

Public works programmes (PWPs) are popular social protection instruments in the context of chronic poverty but very little has been published in the way of implementation and outcomes of these programmes. This paper presents a formative process and outcome evaluation of the recovery PWP in Blantyre City, Malawi. The evaluation used longitudinal household survey data of PWP beneficiaries, programme records and interview responses from programme staff and community leaders. Largely, the process evaluation findings showed an agreement between actual and planned activities. The outcome evaluation found indications that the PWP community assets offered some potential benefits to the communities, and that PWP wages allowed the beneficiaries to purchase some food. This however, did not translate into more meals per day, nor did the earnings prevent the decline in household assets as expected. Given a plausible PWP theory and high implementation fidelity, the PWP wage rate or number of days was either just enough to smooth participant income, or insufficient altogether, to enable achievement of more distal outcomes.     

Breastfeeding interventions in Kansas: A qualitative process evaluation of program goals and objectives

Across the state of Kansas, eighteen public health departments received funding through the 2011 Breastfeeding Grant Initiative to start a breastfeeding intervention. The main objective of this study was to evaluate the progress toward program goals and objectives. This study was a process evaluation. Qualitative data were collected from recipient health departments at two time-points during the program year. Structured, open-ended questions were asked through telephone interviews. This study examined: (1) progress toward program goals and objectives, (2) problems encountered during implementation, and (3) evaluation measures employed to assess program impact. All health departments reported making significant progress toward program goals and objectives and reported successful collaboration with other healthcare providers. The use of breast pumps, educational classes, and professional training of staff were reported as providing the best outcome in the promotion of breastfeeding. The majority of respondents did not measure program impact. From a public health perspective, it is important that infants receive breast milk for the first six months of life. It appears that goals and objectives set a priori guided health departments with the administration of their breastfeeding program. Results may be used to enhance and sustain delivery of breastfeeding support programs in Kansas communities.     

Smart friendly liars: Public perception of public relations practitioners over time

Two national surveys of the U.S. public in 2003 and 2012 asked participants to list words describing public relations practitioners. Analyses reveal that the majority of the words related to practitioner personality and intellectual traits were positive, while the ethical terms used to portray practitioners remained predominately negative over the last decade.

Medieval propaganda, longue durée and New History: Towards a nonlinear approach to the history of public relations

This article offers a new perspective on the historical approach to public relations by drawing from the work of French medievalist Jacques Le Goff, who was the principal representative of the Nouvelle Histoire (New History) French historiographical movement. Based on the notions of mentality and longue durée, which Le Goff inherited from the Annales movement, we propose that a nonlinear approach to the history of public relations will help to extend its time scale back to the beginnings of civilization. This seeks to overcome the historical boundaries usually established between the prehistory (or proto-history) and the history of public relations as a profession.     

建设服务型政府,实现公共服务提供主体多元化

服务型政府将满足公民需求作为最高工作目标,不仅要求强化社会管理和公共服务职能,更需要通过体制机制创新来促进公共服务的有效供给。其中,公共服务的供给机制有效与否是政府不同层级和不同部门都要面对的普遍性问题。针对公共服务的混合性和复杂性,以及我国在公共服务提供方面的问题,参考发达国家的政府改革经验,我国应培育多元化的公共服务供给主体,通过将分散、异质性的服务需求与非规模化的服务供给对接来间接满足服务需求。多元化供给机制有利于发挥行政机制、市场机制和社会机制的各自优势,并实现三者的有机结合,从而有利于整合各种社会资源,满足公民的异质性公共服务需求。     

The history of public relations in Greece from 1950 to 1980: Professionalization of the “art”

The early development of public relations in Greece is explored through a focus on the period between 1950 and 1980. Specifically, the, article considers the origins and early developments, important actors, international influences, professional bodies and the field of practice. It is found that Greek business public relations were greatly influenced by American practices and through influential practitioners’ contact with the International Public Relations Association (IPRA).
